This year has been a challenging one for many agents, to say the least. The topic of 2025 Medicare commissions has sparked numerous discussions. For several months, the commission rates remained uncertain due to ongoing lawsuits, which ultimately led a federal judge to place a stay on part of the Medicare Final Rule that impacts agent commissions. Following these legal proceedings, CMS released updated commission rates for 2025 Medicare Advantage and Part D on July 18, 2024. These new rates replace the originally reported figures for 2025.
Important Update:
The additional administrative fees of $100 for initial enrollments and $50 for renewals on PDP and MA/MAPD Plans will no longer apply. In other words, this extra amount will not be added to commissions for 2025.
However, if the judge eventually approves the CMS Final Rule, commission rates could increase by $100 for initial enrollments and $50 for renewals, serving as a one-time administrative fee to compensate for reduced carrier marketing funds.
Although this potential increase isn’t in effect, CMS has approved commission increases for both MA and PDP plan sales due to an increase in Fair Market Value (FMV).
2025 Medicare Advantage Commissions
Please note that commission rates vary by state.
In California and New Jersey, initial commissions will increase from $762 to $780 per member, while renewal commissions will rise from $381 to $390 per member in 2025.
For Connecticut, Washington, D.C., and Pennsylvania, initial commissions will go from $689 to $705 per member, with renewal commissions increasing from $345 to $353 per member.
In Puerto Rico and the U.S. Virgin Islands, initial commissions will increase from $418 to $428 per member, and renewal commissions will go up from $209 to $214 per member.
For all other states, initial commissions will rise from $611 to $626 per member, and renewal commissions will increase from $306 to $313 per member for 2025.
2025 PDP Commissions
For 2025, PDP commission rates remain uniform across all states.
Initial commissions for PDP plans have increased from $100 to $109 per member annually. Renewal commissions have also risen, moving from $50 to $55 per member each year.
